The Ghana Export-Import Bank (GEXIM) is the lead public export financier, alongside commercial banks offering pre- and post-shipment trade finance.
Overview
Financing the gap between producing goods and getting paid by an overseas buyer is often the hardest part of exporting for an MSME, and Ghana has dedicated institutions for exactly this. The Ghana Export-Import Bank (GEXIM), established under Act 911 of 2016 and wholly owned by the state, is the principal export-finance institution: it offers pre-shipment credit to buy raw materials and fund production, post-shipment credit and export-receivables finance to bridge the wait for buyer payment, and medium-to-long-term export-development finance for expansion, plus risk-bearing services like guarantees and trade and market information. Commercial banks in Ghana also provide letters of credit, documentary collections, invoice discounting and foreign-exchange services for exporters. For MSMEs, GEXIM is often the first stop because its mandate is specifically to grow Ghana's export base and it targets non-traditional exporters, but you will need a solid business plan, a firm export order or contract, and clean company and tax records to qualify.
