Authorisation and permits: export licences and certificates of origin
Certain goods need an export licence from the Jamaica Trade Board, and preferential exports need a certificate of origin issued by the Trade Board or JAMPRO.
Overview
Most goods leave Jamaica without a licence, but a defined list of controlled or sensitive items (for example certain agricultural products, some minerals and specified regulated goods) requires an export licence from the Jamaica Trade Board Limited, which is the country's licensing and certification authority under the Ministry of Industry, Investment and Commerce. Separately, if you want your buyer in the EU, UK, Canada or a fellow CARICOM state to pay reduced or zero duty, you need a certificate of origin proving the goods qualify under the relevant trade agreement (for example an EUR.1 movement certificate for the CARIFORUM-EU EPA, or a CARICOM certificate of origin). The Trade Board issues these certificates; JAMPRO supports exporters through the process. Applying for the right document early matters because origin certificates generally must be issued at or before the time of export, not retroactively.
