Authorisation and Permits

Beyond the export licence, restricted and regulated goods need product-specific permits and No-Objection Certificates from the relevant line agency.

Overview

The ERC lets you export in general, but many product categories need an additional authorisation before Customs will release them. Bangladesh maintains an Export Policy that lists prohibited items (for example certain raw materials, some wildlife products) and conditionally restricted items that require prior permission. Common extra permits include a BSTI clearance certificate for regulated manufactured goods, a phytosanitary certificate from the Plant Quarantine Wing for plants and plant products, a health/HACCP certificate from the Department of Fisheries for fish and shrimp, a Drug Administration No-Objection Certificate for pharmaceuticals, and a Department of Environment clearance for certain goods. For a small exporter the key is to check the current Export Policy and the Bangladesh Trade Portal procedure page for your exact HS code before you commit to an order, because obtaining a missing permit after the goods are ready can add weeks.

Key requirements

    Check the Export Policy control list

    Confirm your product is freely exportable, conditionally restricted (needs permission), or prohibited under the current Ministry of Commerce Export Policy Order.

    Sectoral No-Objection Certificate

    Regulated goods need an NOC or clearance from the competent authority (e.g. DGDA for pharmaceuticals, DoE for environment-sensitive items).

    BSTI product clearance

    Manufactured products under BSTI's mandatory list require a certification/clearance certificate referencing the applicable Bangladesh Standard.

    Phytosanitary / veterinary permits

    Agricultural, plant and animal-origin goods require certificates from the Plant Quarantine Wing (DAE) or Department of Livestock/Fisheries.

    Single Window lodgement

    All such permits must be uploaded and linked to the customs declaration through the Bangladesh Single Window.
