HACCP / SPS Requirements

Food, plant and animal exports need SPS certification from BAF and, for processed food and fish, a HACCP-based food-safety system under the Food Safety Act.

Overview

Sanitary and phytosanitary (SPS) compliance is where many Fijian food and agricultural exports succeed or fail. For plant products, BAF issues an electronic phytosanitary certificate (ePhyto) confirming the consignment is pest-free and meets the importing country's conditions. For animal and fishery products, exporters need health certification, and fish processors exporting to demanding markets must operate a documented HACCP food-safety system. Fiji's Food Safety Act 2003 and Food Safety Regulations 2009, administered by the Ministry of Health and Medical Services, require HACCP for food handled for export where the destination market demands it. Fiji has invested in meeting EU fish-safety and traceability rules (including brine-freezing temperature and catch traceability), which is why Fijian tuna reaches the EU. Plan for facility approval, testing and inspection well before your first shipment, because these approvals are not issued overnight.

    Phytosanitary certificate (ePhyto)

    Obtain a BAF electronic phytosanitary certificate via the GeNS/ePhyto system for plant and plant-product exports.

    HACCP food-safety system

    Operate and document a HACCP system for processed food and fish where the importing country requires it.

    Health certificate for animal/fish products

    Secure sanitary/health certification for fishery and animal products, meeting destination temperature and traceability rules.

    Establishment registration/approval

    Register your food premises with the Ministry of Health and, for EU/US markets, be a listed/approved establishment.
